The Ground Test Is Different"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Equal citizenship is easy to say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It looks good on stage.<br>It sounds noble in interviews.<br>It fits perfectly in election speeches.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the ground it is a different story.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same rules do not apply to everyone.<br>The same speed of response does not arrive for everyone.<br>The same certainty of punishment does not hang over every offender.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is the test that keeps failing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Numbers Do Not Lie<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2024 India still registered 4.41 lakh crimes against women.<br>That is more than 1,200 cases every single day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The national crime rate stood at 64.6 per lakh women.<br>Some states and cities recorded rates nearly double that.<br>Delhi and Telangana have repeatedly shown far higher rates than the national average.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Uttar Pradesh recorded the highest absolute numbers, yet its rate per lakh women remained lower than the national figure. Absolute numbers and rates tell different stories. Both matter. Neither can be brushed aside with slogans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conviction and pendency data make the picture worse.<br>In several states, tens of thousands of cases of crimes against women remain pending trial for years. High chargesheet rates mean little when trials crawl and final convictions stay low in many jurisdictions. A system that arrests quickly but convicts slowly does not create deterrence. It creates statistics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Selective Speed Is Not Equal Citizenship<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Watch how different cases move.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some crimes trigger immediate statements, rapid arrests, and wall-to-wall coverage.<br>Others receive slower registration, weaker investigation, or quiet dilution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the identity of the accused or the victim changes, the urgency often changes with it. This is not always written in official orders. It is visible in outcomes, in the time taken to file chargesheets, in the political temperature around the case, and in the public confidence that follows.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People notice.<br>They notice which violence produces outrage and which violence produces careful silence.<br>They notice which communities are told to stay calm for the sake of harmony and which are allowed permanent grievance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Equal citizenship cannot survive that selectivity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Gap Between Promise and Practice<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Governments of every colour have claimed to protect women and deliver equal rights.<br>The NCRB numbers year after year show how incomplete that claim remains.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A slight decline in registered cases is not victory when the absolute numbers stay enormous.<br>A high conviction rate in one state does not cancel low rates and massive pendency in others.<br>Fast-track courts on paper do not erase the reality of years-long trials for the average victim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When a girl is raped on a bus and dumped kilometres away, the political response is predictable. Arrests are announced. Statements are issued. The cycle resets. The structural fear that allows such crimes does not reset with the same speed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What Equal Citizenship Actually Requires<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It requires the same law applied with the same seriousness regardless of the surnames involved.<br>It requires police who do not calculate political cost before acting.<br>It requires courts that do not let powerful accused stretch the process until witnesses disappear or public memory fades.<br>It requires a public culture that does not treat some victims as more inconvenient than others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until that happens, \u201cequal citizenship\u201d remains a decoration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ground test is simple.<br>Does a citizen receive the same protection and the same justice regardless of community, connections, or convenience?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In too many places the answer is still no.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is not a perception problem.<br>That is a failure of the promise itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speeches will keep coming.<br>The numbers and the uneven responses will keep revealing the truth.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Equal citizenship is easy to say.
