Walk through any major Indian city today and you can see development.<\/p>\n\n\n\n
A new highway.<\/p>\n\n\n\n
A metro line.<\/p>\n\n\n\n
An airport terminal.<\/p>\n\n\n\n
A bridge cutting through what used to be a traffic bottleneck.<\/p>\n\n\n\n
A railway station being modernised.<\/p>\n\n\n\n
A new government building.<\/p>\n\n\n\n
A digital service that once required three visits to an office and now takes a few minutes on a phone.<\/p>\n\n\n\n
These things matter.<\/p>\n\n\n\n
They should be recognised. Infrastructure creates connectivity, reduces travel time, supports businesses and can open up opportunities that simply did not exist before.<\/p>\n\n\n\n
India has also made a substantial push towards capital expenditure. The Union Budget 2026-27 estimates total expenditure at about \u20b953.5 lakh crore, while the fiscal deficit is targeted at 4.3% of GDP. The government’s broader fiscal strategy continues to place significant emphasis on capital and asset-creating expenditure. (India Budget<\/a>)<\/p>\n\n\n\n But there is a question we sometimes forget to ask:<\/p>\n\n\n\n What is development supposed to do for the person who uses that infrastructure?<\/strong><\/p>\n\n\n\n A highway can connect two cities.<\/p>\n\n\n\n But can the young person living beside it find a decent job?<\/p>\n\n\n\n A new hospital can have a beautiful building.<\/p>\n\n\n\n But can a poor family afford treatment?<\/p>\n\n\n\n A school can have a new classroom.<\/p>\n\n\n\n But are children actually learning?<\/p>\n\n\n\n A city can have a modern metro.<\/p>\n\n\n\n But can an ordinary worker afford to live within reasonable distance of his workplace?<\/p>\n\n\n\n A government can build impressive physical assets.<\/p>\n\n\n\n But development ultimately has to improve human lives.<\/p>\n\n\n\n That is where the conversation becomes much more interesting.<\/p>\n\n\n\n Development is often easiest to photograph when it is made of concrete.<\/p>\n\n\n\n A bridge makes a good photograph.<\/p>\n\n\n\n A highway makes a good photograph.<\/p>\n\n\n\n A new airport makes a good photograph.<\/p>\n\n\n\n A skyscraper makes a good photograph.<\/p>\n\n\n\n But some of the most important forms of development are almost invisible.<\/p>\n\n\n\n A child who no longer drops out of school.<\/p>\n\n\n\n A mother who can reach a health centre on time.<\/p>\n\n\n\n A young person who finds a productive job instead of spending years preparing for one.<\/p>\n\n\n\n A farmer who gets reliable irrigation.<\/p>\n\n\n\n A family that has clean cooking fuel.<\/p>\n\n\n\n A woman who can travel safely to work.<\/p>\n\n\n\n A citizen who can get a government certificate without paying a middleman.<\/p>\n\n\n\n These things don’t always make spectacular headlines.<\/p>\n\n\n\n But they change lives.<\/p>\n\n\n\n And that is why development should never be reduced to the number of projects inaugurated.<\/p>\n\n\n\n India’s own data shows why this broader understanding matters.<\/p>\n\n\n\n NITI Aayog estimates that multidimensional poverty declined from 24.85% in 2015-16 to 14.96% in 2019-21. Its later discussion paper estimated that the figure could have fallen further to 11.28% in 2022-23, with about 24.82 crore people moving out of multidimensional poverty between 2013-14 and 2022-23. These measures look beyond income and include dimensions such as nutrition, schooling, sanitation, housing, drinking water, electricity and access to financial services. (NITI Aayog<\/a>)<\/p>\n\n\n\n That is important because poverty is not simply about how much money someone earns.<\/p>\n\n\n\n It is also about what they can access.<\/p>\n\n\n\n Can their child attend school?<\/p>\n\n\n\n Do they have electricity?<\/p>\n\n\n\n Can they access clean cooking fuel?<\/p>\n\n\n\n Is there sanitation?<\/p>\n\n\n\n Can they reach healthcare?<\/p>\n\n\n\n Do they have a bank account?<\/p>\n\n\n\n Development becomes meaningful when the answer to these questions gradually changes from “no” to “yes.”<\/p>\n\n\n\n Infrastructure is not the enemy of human development.<\/p>\n\n\n\n In fact, the two are deeply connected.<\/p>\n\n\n\n A good road can help a farmer take produce to market.<\/p>\n\n\n\n A railway line can help a worker reach a job.<\/p>\n\n\n\n A broadband connection can give a student access to educational resources.<\/p>\n\n\n\n An airport can connect a smaller city to national and international markets.<\/p>\n\n\n\n Infrastructure creates possibilities.<\/p>\n\n\n\n But possibilities are not the same thing as outcomes.<\/p>\n\n\n\n Imagine a road connecting a village to a nearby town.<\/p>\n\n\n\n That is useful.<\/p>\n\n\n\n But what if the village school still struggles with teacher availability?<\/p>\n\n\n\n What if the local health centre cannot provide basic services?<\/p>\n\n\n\n What if young people have to leave the district because there are no productive jobs?<\/p>\n\n\n\n What if women cannot safely commute?<\/p>\n\n\n\n The road has been built.<\/p>\n\n\n\n But the development journey is not finished.<\/p>\n\n\n\n This is why the real question should not simply be:<\/p>\n\n\n\n “How much infrastructure have we created?”<\/strong><\/p>\n\n\n\n It should also be:<\/p>\n\n\n\n “What has that infrastructure enabled people to do?”<\/strong><\/p>\n\n\n\n The Economic Survey 2025-26 makes a similar point in its discussion of Indian cities. It argues that liveability is not created simply by adding physical infrastructure. Cities also need to be designed around people’s time, choices, opportunities and everyday participation. (India Budget<\/a>)<\/p>\n\n\n\n That is a powerful way of looking at development.<\/p>\n\n\n\n Because a city is not successful merely because it has flyovers.<\/p>\n\n\n\n It is successful when people can live, work, travel and participate in it without unnecessary friction.<\/p>\n\n\n\n If India wants to become a developed country, the quality of its human capital may ultimately matter more than the number of buildings it constructs.<\/p>\n\n\n\n India has made real progress in educational access.<\/p>\n\n\n\n NITI Aayog reports an adjusted net enrolment rate of 96.5% for elementary education in 2021-22, while the pupil-teacher ratio was 18. It also reports that 88.65% of schools had access to both electricity and drinking water in the corresponding indicator set. (NITI Aayog<\/a>)<\/p>\n\n\n\n These are meaningful improvements.<\/p>\n\n\n\n But getting children into school is only one part of the challenge.<\/p>\n\n\n\n What are they learning?<\/p>\n\n\n\n Are they developing foundational literacy and numeracy?<\/p>\n\n\n\n Are teachers adequately supported?<\/p>\n\n\n\n Are students acquiring skills that match a changing economy?<\/p>\n\n\n\n Can a student from a small town compete with someone from a major metropolitan city?<\/p>\n\n\n\n Can a young graduate move from education into productive employment?<\/p>\n\n\n\n The Economic Survey 2025-26 itself notes that while education has seen improvements in enrolment and access, differences in quality, regional disparities, socioeconomic factors, digital divides and infrastructure gaps continue to affect equitable outcomes. (India Budget<\/a>)<\/p>\n\n\n\n This distinction is crucial.<\/p>\n\n\n\n Access is the first step. Quality is the real test.<\/strong><\/p>\n\n\n\n A school building is infrastructure.<\/p>\n\n\n\n A child who leaves that school with knowledge, confidence and useful skills is development.<\/p>\n\n\n\n Perhaps nowhere is the difference between development and construction more visible than in employment.<\/p>\n\n\n\n India can build highways.<\/p>\n\n\n\n India can build ports.<\/p>\n\n\n\n India can build industrial corridors.<\/p>\n\n\n\n India can build digital infrastructure.<\/p>\n\n\n\n But young Indians ultimately want to know:<\/p>\n\n\n\n Where are the opportunities?<\/strong><\/p>\n\n\n\n According to the PLFS 2025 annual report, the unemployment rate for people aged 15-29 was 9.9% in 2025, down from 10.3% in 2024 and 10.9% in 2022. Urban youth unemployment was 13.6% in 2025, compared with 8.3% in rural areas. (MOSPI<\/a>)<\/p>\n\n\n\n The decline is encouraging.<\/p>\n\n\n\n But the number also tells us why employment cannot disappear from the development conversation.<\/p>\n\n\n\n A young person doesn’t experience GDP growth as a percentage.<\/p>\n\n\n\n They experience it through a job interview.<\/p>\n\n\n\n Through their first salary.<\/p>\n\n\n\n Through whether they can pay rent.<\/p>\n\n\n\n Through whether they can support their parents.<\/p>\n\n\n\n Through whether they can save money.<\/p>\n\n\n\n Through whether their education has actually improved their opportunities.<\/p>\n\n\n\n This is why employment quality matters as much as employment quantity.<\/p>\n\n\n\n A job that provides stability, dignity, productivity and a pathway to growth is very different from simply having some form of work.<\/p>\n\n\n\n The development conversation therefore has to move from “How many jobs?”<\/strong> to “What kind of jobs, where, for whom and at what productivity?”<\/strong><\/p>\n\n\n\n The same principle applies to health.<\/p>\n\n\n\n India has expanded health infrastructure and coverage considerably, and the Economic Survey 2025-26 points to improvements in indicators such as life expectancy and infant mortality alongside progress in maternal and child health. (India Budget<\/a>)<\/p>\n\n\n\n But ask an ordinary family what healthcare means.<\/p>\n\n\n\n They may not mention the number of hospitals built.<\/p>\n\n\n\n They may talk about whether the nearest doctor is available.<\/p>\n\n\n\n Whether medicines are affordable.<\/p>\n\n\n\n Whether diagnostic tests are accessible.<\/p>\n\n\n\n Whether an ambulance arrives on time.<\/p>\n\n\n\n Whether they have to travel 50 kilometres for a specialist.<\/p>\n\n\n\n Whether one illness can wipe out years of savings.<\/p>\n\n\n\n Healthcare development therefore has two sides.<\/p>\n\n\n\n There is the capacity we build<\/strong>.<\/p>\n\n\n\n And there is the care people actually receive<\/strong>.<\/p>\n\n\n\n Both matter.<\/p>\n\n\n\n A hospital building is an asset.<\/p>\n\n\n\n A healthy population is an outcome.<\/p>\n\n\n\n This may be the hardest part of governance.<\/p>\n\n\n\n The last mile.<\/p>\n\n\n\n Government programmes can be well-designed in Delhi.<\/p>\n\n\n\n Budgets can be allocated.<\/p>\n\n\n\n Guidelines can be issued.<\/p>\n\n\n\n Apps can be launched.<\/p>\n\n\n\n Buildings can be constructed.<\/p>\n\n\n\n But somewhere in a village, a small town or an urban settlement, an actual citizen still has to experience the policy.<\/p>\n\n\n\n That is where governance is tested.<\/p>\n\n\n\n India’s progress in multidimensional poverty offers an important example. NITI Aayog’s indicators cover not just income but nutrition, schooling, sanitation, housing, drinking water, electricity, cooking fuel and financial inclusion. (NITI Aayog<\/a>)<\/p>\n\n\n\n These are not abstract policy categories.<\/p>\n\n\n\n They are everyday life.<\/p>\n\n\n\n A toilet means dignity.<\/p>\n\n\n\n Electricity means more productive hours.<\/p>\n\n\n\n Clean cooking fuel can reduce exposure to household smoke.<\/p>\n\n\n\n A bank account can make financial transactions and government transfers easier.<\/p>\n\n\n\n A school attendance improvement can change a child’s future.<\/p>\n\n\n\n Development is therefore not one giant project.<\/p>\n\n\n\n It is thousands of small improvements interacting with one another.<\/p>\n\n\n\n This is where governance becomes more important than ribbon-cutting.<\/p>\n\n\n\n Good governance asks uncomfortable questions.<\/p>\n\n\n\n Was the project completed on time?<\/p>\n\n\n\n Was public money used efficiently?<\/p>\n\n\n\n Is the infrastructure being maintained?<\/p>\n\n\n\n Is the service accessible?<\/p>\n\n\n\n Are citizens satisfied?<\/p>\n\n\n\n Are outcomes improving?<\/p>\n\n\n\n Who is responsible when something goes wrong?<\/p>\n\n\n\n These questions are not anti-development.<\/p>\n\n\n\n They are what make development sustainable.<\/p>\n\n\n\n A poorly maintained road is not development simply because it was inaugurated five years ago.<\/p>\n\n\n\n A school is not successful because it has a new building if students are not learning.<\/p>\n\n\n\n A government portal is not successful because it exists if citizens cannot actually use it.<\/p>\n\n\n\n A hospital is not successful merely because the building has modern equipment if patients cannot access timely care.<\/p>\n\n\n\n Development must be measured by what happens after the inauguration ceremony.<\/strong><\/p>\n\n\n\n That is the real test.<\/p>\n\n\n\n It is important to acknowledge progress honestly.<\/p>\n\n\n\n India has made significant gains in reducing multidimensional poverty. Electricity access has expanded dramatically, and NITI Aayog’s SDG indicators report 100% household access to electricity under the Saubhagya programme. It also reports that the share of households with clean cooking fuel connections reached 96.35% in 2024, up from 92.02% in 2020. (NITI Aayog<\/a>)<\/p>\n\n\n\n These achievements matter.<\/p>\n\n\n\n They should not be dismissed simply because challenges remain.<\/p>\n\n\n\n But progress should not make us comfortable.<\/p>\n\n\n\n It should make us more ambitious.<\/p>\n\n\n\n The next phase of India’s development cannot be only about bringing people into basic services.<\/p>\n\n\n\n It must be about improving the quality of those services.<\/p>\n\n\n\n The first goal is access.<\/p>\n\n\n\n The second is quality.<\/p>\n\n\n\n The third is opportunity.<\/p>\n\n\n\n And eventually, the goal should be the ability of every citizen to live a life of dignity and choice.<\/p>\n\n\n\n That is a much bigger ambition than infrastructure.<\/p>\n\n\n\n The phrase “developed India” can easily become an abstract national ambition.<\/p>\n\n\n\n But perhaps we should make it personal.<\/p>\n\n\n\n A developed India is the student who receives an education good enough to compete anywhere.<\/p>\n\n\n\n It is the young person who can find productive work without having to leave home simply because opportunity is concentrated elsewhere.<\/p>\n\n\n\n It is the family that does not fear financial ruin because someone fell sick.<\/p>\n\n\n\n It is the farmer who has access to markets, technology and reliable infrastructure.<\/p>\n\n\n\n It is the woman who can study, work and travel safely.<\/p>\n\n\n\n It is the elderly person who can access public services without depending on someone else for every form.<\/p>\n\n\n\n It is the citizen who can approach a government office and expect a response.<\/p>\n\n\n\n It is the entrepreneur who can start and grow a business without unnecessary friction.<\/p>\n\n\n\n It is the child who grows up with enough nutrition, education and opportunity to determine their own future.<\/p>\n\n\n\n This is why development cannot be judged only from the skyline.<\/p>\n\n\n\n We also have to look at the lives underneath it.<\/p>\n\n\n\nDevelopment Has a Human Face<\/h2>\n\n\n\n
