{"id":306,"date":"2026-09-15T11:08:41","date_gmt":"2026-09-15T11:08:41","guid":{"rendered":"https:\/\/amareshrai.com\/bharat-sandesh\/?p=306"},"modified":"2026-09-15T11:08:41","modified_gmt":"2026-09-15T11:08:41","slug":"what-does-good-governance-look-like-for-an-ordinary-citizen","status":"publish","type":"post","link":"https:\/\/amareshrai.com\/bharat-sandesh\/what-does-good-governance-look-like-for-an-ordinary-citizen\/","title":{"rendered":"What Does Good Governance Look Like for an Ordinary Citizen?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Governance is often discussed through the language of institutions, policies, budgets and reforms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But for an ordinary citizen, governance is usually much simpler.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is the government school that has functioning classrooms. It is the road that does not turn into a hazard during the monsoon. It is the public hospital where a patient can actually access treatment. It is receiving a certificate without making five unnecessary visits to an office. It is getting a grievance answered instead of receiving a generic acknowledgement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words, good governance is not only about what a government announces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is about what a citizen experiences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India has made significant progress in several areas of public service delivery and digital governance. The SDG India Index score improved from 57 in 2018 to 71 in 2023-24, according to NITI Aayog. The improvement reflects progress across areas including poverty reduction, health, clean water, energy, infrastructure and sustainable cities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But national progress does not automatically mean that every citizen experiences governance in the same way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is where the real challenge begins.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Governance Begins With Ease of Living<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For a citizen, the quality of governance can often be measured through one simple question:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How difficult is it to get something that I am entitled to receive?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A government scheme may have an impressive budget. A department may have an excellent website. A policy document may contain ambitious targets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But if a citizen cannot understand whether they are eligible, does not know where to apply, has to submit the same documents repeatedly, or cannot find out why an application was rejected, the governance experience remains poor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why reducing friction should be treated as a governance objective.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Government of India\u2019s myScheme platform is an example of an attempt to address this problem. The platform brings together information on more than 4,700 Central and State\/UT government schemes and allows citizens to search for schemes based on their circumstances and eligibility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That may sound like a technological reform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But at its core, it is a citizen-experience reform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The objective is simple: reduce the time and effort citizens spend figuring out which government programme they can actually access.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Good governance should increasingly be judged by how much unnecessary friction it removes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Last Mile Is Where Policy Becomes Real<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A policy exists on paper.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Governance exists on the ground.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider something as basic as drinking water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Jal Jeevan Mission was designed to provide functional household tap connections to rural households and to improve long-term drinking-water security. The mission also includes community participation, water-quality monitoring and institutional mechanisms at the village level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The scale is enormous.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But installing a tap is not the final measure of success.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Does water actually come through it?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Is the water safe?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Is the supply regular?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Can the local system be maintained?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government&#8217;s own Jal Jeevan Mission provides a separate functionality assessment of tap connections, recognising that infrastructure and actual service delivery are not necessarily the same thing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This distinction is crucial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A citizen does not experience \u201cnumber of connections created.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A citizen experiences whether there is water in the tap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is the difference between measuring <strong>outputs<\/strong> and measuring <strong>outcomes<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Good governance must care about both.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Digital Governance Should Make Government Simpler<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">India&#8217;s digital transformation has created enormous possibilities for citizen-facing governance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aadhaar authentication, for example, has become a major part of India&#8217;s digital public infrastructure. UIDAI&#8217;s 2024-25 annual report recorded 2,237.94 crore Aadhaar authentication transactions during the year, taking cumulative authentication transactions to more than 12,445 crore by the end of 2024-25.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Numbers at this scale demonstrate how deeply digital identity infrastructure has become integrated into everyday systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But digital governance should not become digital bureaucracy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moving a complicated form from a government office to a website does not automatically make governance better.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A citizen should not have to become a technology expert simply to access a public service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The best digital governance is almost invisible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It tells the citizen what they need, checks what can be verified automatically, reduces repetitive paperwork, provides clear status updates and gives them a human escalation mechanism when something goes wrong.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Technology should reduce the distance between the citizen and the state, not create another layer between them.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Test of Governance Is Also the Grievance System<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">No government can eliminate every problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Things will go wrong.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Documents will be rejected incorrectly. Payments will be delayed. Infrastructure will fail. Applications will get stuck. Citizens will encounter officials who do not provide adequate assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why grievance redressal is not a secondary feature of governance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is one of its most important tests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India&#8217;s Centralised Public Grievance Redress and Monitoring System, or CPGRAMS, has expanded considerably. According to the Department of Administrative Reforms and Public Grievances, 1.12 crore public grievances were redressed through CPGRAMS between 2019 and 2024. The department also reported that grievance redressal timelines had been brought down to 15 days during this period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But disposal alone is not enough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A grievance marked \u201cresolved\u201d is not necessarily a grievance that the citizen considers resolved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction matters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A March 2026 CPGRAMS report for States and Union Territories recorded 12,493 grievances marked as resolved through the feedback call centre during the month, with more than 63% of citizens expressing satisfaction with the resolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That also means a significant share were not satisfied.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is exactly why citizen feedback matters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government should not only ask:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cDid we close the complaint?\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should also ask:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cDid we actually solve the problem?\u201d<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Good Governance Requires Listening<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Governments possess enormous amounts of administrative data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But administrative data tells only part of the story.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A dashboard may show that a service has reached 95% of its target.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A citizen may tell you that the remaining 5% live in the places where implementation is hardest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A department may report that applications are being processed within the prescribed timeline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citizens may report that the process requires repeated visits, unclear documentation or long periods of uncertainty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both perspectives matter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why citizen feedback should not be treated merely as a public-relations exercise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should be treated as an administrative input.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The citizen is not simply the recipient of governance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The citizen is also a source of information about whether governance is working.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Good Governance Is Not the Same Everywhere<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">India&#8217;s diversity makes governance particularly complex.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A solution that works in Delhi may not work in a remote village in Assam.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A digital-first service may be convenient for a young urban citizen but difficult for an elderly person without reliable internet access.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A policy designed at the national level may need significant adaptation at the state, district and local levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why decentralisation and local capacity matter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The SDG India Index 2023-24 shows considerable variation between states and Union Territories, even as India&#8217;s overall score has improved. NITI Aayog has highlighted the importance of subnational performance, coordination and implementation in driving progress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Good governance therefore cannot simply mean creating one national template and expecting identical outcomes everywhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It means establishing clear objectives while giving local institutions the capacity and flexibility to deliver them effectively.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">From Spending to Outcomes<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Another important shift is the way governments measure success.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Traditionally, it is easy to focus on how much money was allocated, how many projects were approved or how many beneficiaries were registered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are useful indicators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But they are not the final destination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine a government builds 1,000 public toilets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The important questions do not stop at construction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Are they functional?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Are they clean?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Do people use them?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Are they maintained?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Has sanitation improved?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same principle applies everywhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A school should not be judged only by the number of classrooms built.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A health programme should not be judged only by the number of cards issued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A housing programme should not be judged only by the number of houses sanctioned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A water programme should not be judged only by the number of connections installed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ultimate question is:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Did people&#8217;s lives improve?<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Should Good Governance Look Like?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Perhaps good governance can be reduced to a simple citizen-centred checklist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Accessible:<\/strong> Can an ordinary person understand how to access a service?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Affordable:<\/strong> Can they access it without unreasonable financial or administrative costs?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Accountable:<\/strong> Is someone clearly responsible when something goes wrong?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Responsive:<\/strong> Does the government respond within a reasonable time?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Transparent:<\/strong> Can citizens understand what is happening with their application, complaint or benefit?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Inclusive:<\/strong> Does the system work for people who are elderly, poor, disabled, digitally excluded or geographically remote?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Outcome-oriented:<\/strong> Are governments measuring improvements in people&#8217;s lives rather than simply counting activities?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These principles sound simple.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Implementing them at India&#8217;s scale is anything but simple.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that is precisely why they matter.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Citizen Should Be the Final Dashboard<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">India is building increasingly sophisticated systems for measuring development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The next step should be to make the citizen experience an equally important measure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A government can have thousands of dashboards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It can publish hundreds of reports.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It can launch ambitious schemes and build impressive digital platforms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But eventually, governance comes down to a person trying to get something done.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Can they access the service?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Can they understand the process?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Can they get help?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Can they raise a complaint?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Does someone listen?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And, most importantly, does the system actually solve their problem?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is where governance stops being an abstract concept and becomes part of everyday life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The true test of good governance is not how impressive the government looks from the top.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is how effectively the system works from the citizen&#8217;s point of view.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Because for an ordinary citizen, good governance is not a policy document.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>It is the difference between being told that a service exists and actually
