When we talk about political data, the conversation usually goes straight to elections.<\/p>\n\n\n\n

Vote share.
Booth-level results.
Swing voters.
Turnout.
Demographics.
Opinion polls.<\/p>\n\n\n\n

All of these matter.<\/p>\n\n\n\n

But there is another category of political data that often tells us something even more important:<\/p>\n\n\n\n

How people are actually experiencing government.<\/strong><\/p>\n\n\n\n

A voter may tell a survey researcher who they support. But their interaction with a government office, their unresolved grievance, their employment situation, or their experience with a public service can tell us something about why they feel that way<\/strong>.<\/p>\n\n\n\n

For political strategy, that distinction matters.<\/p>\n\n\n\n

Because elections measure political behaviour.<\/p>\n\n\n\n

Governance data can help explain the environment in which that behaviour develops.<\/strong><\/p>\n\n\n\n

Look beyond the ballot box<\/h3>\n\n\n\n

Imagine a constituency where election data shows that a party has a strong support base.<\/p>\n\n\n\n

That tells us something.<\/p>\n\n\n\n

But now add a different set of information:<\/p>\n\n\n\n

\u2022 The local employment situation
\u2022 Public grievances
\u2022 Road and water complaints
\u2022 Healthcare access
\u2022 School infrastructure
\u2022 Government-scheme utilisation
\u2022 Citizen satisfaction
\u2022 Local business conditions
\u2022 Housing and transport concerns<\/p>\n\n\n\n

Suddenly, the constituency looks very different.<\/p>\n\n\n\n

The election result tells you what happened<\/strong>.<\/p>\n\n\n\n

The wider data can help you understand what people are living through<\/strong>.<\/p>\n\n\n\n

That is why political organisations need to look beyond electoral databases.<\/p>\n\n\n\n

Grievances are political data too<\/h3>\n\n\n\n

Consider India’s Centralised Public Grievance Redress and Monitoring System, or CPGRAMS.<\/p>\n\n\n\n

Between 2023 and 2025, Central Government Ministries and Departments received 51.15 lakh public grievances<\/strong>, of which around 43.56 lakh, or 85%, were disposed of within the prescribed time limit<\/strong>. (Press Information Bureau<\/a>)<\/p>\n\n\n\n

That is a huge volume of citizen interaction with government.<\/p>\n\n\n\n

And it represents something more than an administrative statistic.<\/p>\n\n\n\n

Every grievance is, in some way, a signal.<\/p>\n\n\n\n

A citizen who repeatedly complains about a service is telling the government that something is not working properly.<\/p>\n\n\n\n

If thousands of citizens are complaining about the same issue, that pattern becomes even more significant.<\/p>\n\n\n\n

The interesting question for a political strategist isn’t simply:<\/p>\n\n\n\n

\u201cHow many complaints were received?\u201d<\/strong><\/p>\n\n\n\n

It is:<\/p>\n\n\n\n

\u201cWhat are people repeatedly complaining about, and where?\u201d<\/strong><\/p>\n\n\n\n

That can reveal issues that may not appear in an election survey.<\/p>\n\n\n\n

Even \u201cresolved\u201d needs another layer of data<\/h3>\n\n\n\n

There is an important distinction between disposal and satisfaction.<\/p>\n\n\n\n

Government data shows that grievance disposal has become faster. The average disposal time for Central Government Ministries and Departments was 15 days in 2025<\/strong>, compared with 28 days in 2019. (Press Information Bureau<\/a>)<\/p>\n\n\n\n

But when citizens were asked about the resolution itself, the picture was more nuanced.<\/p>\n\n\n\n

Between January 2025 and February 2026, approximately 6 lakh resolved grievances received feedback<\/strong>, and 69.8% were rated satisfactory by complainants<\/strong>. (Press Information Bureau<\/a>)<\/p>\n\n\n\n

That difference is important.<\/p>\n\n\n\n

A government can become faster at closing cases.<\/p>\n\n\n\n

But political and administrative strategy should also ask whether citizens believe their problems were actually solved.<\/p>\n\n\n\n

Speed is data. Satisfaction is data too.<\/strong><\/p>\n\n\n\n

Employment data tells another political story<\/h3>\n\n\n\n

Election data can tell us how young voters behaved.<\/p>\n\n\n\n

Employment data can help us understand what young voters are dealing with.<\/p>\n\n\n\n

The distinction is crucial.<\/p>\n\n\n\n

A young person looking for work is not simply a demographic category in a political database.<\/p>\n\n\n\n

They are experiencing a particular economic reality.<\/p>\n\n\n\n

A political campaign that understands youth only through age brackets and social-media engagement is missing a large part of the picture.<\/p>\n\n\n\n

The better questions are:<\/p>\n\n\n\n

Are young people employed?<\/p>\n\n\n\n

What kind of jobs do they have?<\/p>\n\n\n\n

Are those jobs formal or informal?<\/p>\n\n\n\n

Are wages increasing?<\/p>\n\n\n\n

Are qualifications translating into employment?<\/p>\n\n\n\n

Are young people leaving their hometowns for work?<\/p>\n\n\n\n

These are not traditionally described as \u201celection data.\u201d<\/p>\n\n\n\n

But they can be extremely relevant to political strategy.<\/p>\n\n\n\n

Local data can be more useful than national averages<\/h3>\n\n\n\n

One of the biggest mistakes in political analysis is assuming that national trends automatically describe every constituency.<\/p>\n\n\n\n

They don’t.<\/p>\n\n\n\n

A national unemployment figure cannot tell you what employment looks like in one assembly constituency.<\/p>\n\n\n\n

A national infrastructure statistic cannot tell you whether a particular neighbourhood has reliable water supply.<\/p>\n\n\n\n

A national healthcare number cannot tell you whether patients in one district are travelling 50 kilometres to see a specialist.<\/p>\n\n\n\n

Politics is local.<\/p>\n\n\n\n

Data needs to be local too.<\/strong><\/p>\n\n\n\n

The real strategic opportunity lies in combining national data with state, district, constituency and even neighbourhood-level information.<\/p>\n\n\n\n

That is where patterns begin to emerge.<\/p>\n\n\n\n

Citizen feedback can become an early-warning system<\/h3>\n\n\n\n

Consider a simple example.<\/p>\n\n\n\n

Suppose complaints about a particular government service suddenly increase in one district.<\/p>\n\n\n\n

Election data may not show anything unusual yet.<\/p>\n\n\n\n

But grievance data could be signalling a problem.<\/p>\n\n\n\n

If the increase continues, social-media conversations begin reflecting the same issue, local journalists start reporting it and field researchers hear similar complaints, the pattern becomes much harder to dismiss.<\/p>\n\n\n\n

This is where political data becomes more than election forecasting.<\/p>\n\n\n\n

It becomes an early-warning system<\/strong>.<\/p>\n\n\n\n

The same principle works in the opposite direction.<\/p>\n\n\n\n

If a government programme is receiving strong citizen feedback in one area, understanding why it is working could help policymakers and political organisations identify practices that can be replicated elsewhere.<\/p>\n\n\n\n

The best political data connects different dots<\/h3>\n\n\n\n

Imagine putting five datasets on the same map:<\/p>\n\n\n\n

Election results + grievances + employment + public services + citizen feedback<\/strong><\/p>\n\n\n\n

Each dataset tells a different story.<\/p>\n\n\n\n

Together, they can reveal something much richer.<\/p>\n\n\n\n

Perhaps an area has strong government-scheme utilisation but weak citizen satisfaction.<\/p>\n\n\n\n

Perhaps another area has relatively good service delivery but little political communication around it.<\/p>\n\n\n\n

Perhaps a constituency with strong electoral support is experiencing growing employment concerns.<\/p>\n\n\n\n

Perhaps a seemingly quiet area has a rapidly increasing number of complaints.<\/p>\n\n\n\n

None of these patterns automatically tells us how people will vote.<\/p>\n\n\n\n

And that is precisely why they are valuable.<\/p>\n\n\n\n

They help explain the context behind political behaviour<\/strong>, rather than pretending that data can perfectly predict it.<\/p>\n\n\n\n

This changes the role of a political consultant<\/h3>\n\n\n\n

A political consultant cannot afford to look only at the election calendar.<\/p>\n\n\n\n

The work begins much earlier.<\/p>\n\n\n\n

Before asking:<\/p>\n\n\n\n

\u201cWho will vote for us?\u201d<\/strong><\/p>\n\n\n\n

there are more fundamental questions:<\/p>\n\n\n\n

What are people worried about?<\/strong><\/p>\n\n\n\n

What services are they struggling with?<\/strong><\/p>\n\n\n\n

What do they think government is doing well?<\/strong><\/p>\n\n\n\n

Where do they feel ignored?<\/strong><\/p>\n\n\n\n

Which issues are growing quietly?<\/strong><\/p>\n\n\n\n

What problems are visible on the ground but missing from the campaign’s internal reports?<\/strong><\/p>\n\n\n\n

These questions require more than opinion polls.<\/p>\n\n\n\n

They require a combination of administrative data, field research, citizen feedback, economic indicators, constituency research and electoral information.<\/p>\n\n\n\n

Data should inform strategy, not replace judgement<\/h3>\n\n\n\n

There is also a danger in the opposite direction.<\/p>\n\n\n\n

Having more data does not automatically create better political strategy.<\/p>\n\n\n\n

A spreadsheet cannot understand a constituency by itself.<\/p>\n\n\n\n

Numbers need context.<\/p>\n\n\n\n

A rise in complaints may indicate worsening service delivery.<\/p>\n\n\n\n

Or it may indicate that citizens have simply become more aware of the grievance system.<\/p>\n\n\n\n

A low number of complaints may mean there is little dissatisfaction.<\/p>\n\n\n\n

Or it may mean people don’t know where to complain.<\/p>\n\n\n\n

Data needs interpretation.<\/strong><\/p>\n\n\n\n

That is why ground research remains important.<\/p>\n\n\n\n

The strongest political analysis combines what the numbers say with what people say.<\/p>\n\n\n\n

The political database of the future will look different<\/h3>\n\n\n\n

The traditional political database asks:<\/p>\n\n\n\n

Who voted?<\/strong><\/p>\n\n\n\n

The modern one needs to ask much more:<\/p>\n\n\n\n

What do people need?<\/strong><\/p>\n\n\n\n

What are they experiencing?<\/strong><\/p>\n\n\n\n

What are they complaining about?<\/strong><\/p>\n\n\n\n

What is changing in their local economy?<\/strong><\/p>\n\n\n\n

Which public services are working?<\/strong><\/p>\n\n\n\n

Which aren’t?<\/strong><\/p>\n\n\n\n

And how are these experiences shaping political attitudes?<\/strong><\/p>\n\n\n\n

This doesn’t mean election data has become less important.<\/p>\n\n\n\n

It means election data is only one piece of a much larger puzzle.<\/p>\n\n\n\n

The ballot box tells us the final result.<\/p>\n\n\n\n

But if we want to understand politics properly, we need to study everything that happens before the ballot reaches the box<\/strong>.<\/p>\n\n\n\n

Because sometimes the most important political signal isn’t hidden in a vote share.<\/p>\n\n\n\n

It is hidden in a grievance.<\/p>\n\n\n\n

A job.<\/p>\n\n\n\n

A hospital visit.<\/p>\n\n\n\n

A delayed government service.<\/p>\n\n\n\n

A broken road.<\/p>\n\n\n\n

A citizen complaint.<\/p>\n\n\n\n

Or a conversation happening quietly in a neighbourhood that nobody in the campaign office has heard yet.<\/p>\n\n\n\n

The best political strategy doesn’t just study how people vote.<\/strong><\/p>\n\n\n\n
