When we talk about elections, we usually talk about the visible parts.<\/p>\n\n\n\n
The campaigns.<\/p>\n\n\n\n
The candidates.<\/p>\n\n\n\n
The speeches.<\/p>\n\n\n\n
The issues.<\/p>\n\n\n\n
The turnout.<\/p>\n\n\n\n
The results.<\/p>\n\n\n\n
But there is a quieter process that happens long before polling day, and in many ways, it is just as important:<\/p>\n\n\n\n
Who is actually on the electoral roll?<\/strong><\/p>\n\n\n\n A citizen cannot simply walk into a polling booth and declare that they are eligible to vote. Their name has to appear on the electoral roll for the relevant constituency.<\/p>\n\n\n\n That makes the voter list much more than a government database.<\/p>\n\n\n\n It is part of the infrastructure of democracy.<\/strong><\/p>\n\n\n\n And that is why India’s ongoing Special Intensive Revision, or SIR, deserves much more attention than the headline number it has generated.<\/p>\n\n\n\n More than 13 crore names have been left out of draft electoral rolls across 30 States and Union Territories<\/strong> during the SIR exercise, according to The Indian Express<\/em>. But this number needs an important qualification: these are draft-stage exclusions across different states and stages of the exercise, not 13 crore citizens who have been finally and permanently removed from the electoral rolls.<\/p>\n\n\n\n Still, 13 crore is not a number that can simply be brushed aside.<\/strong><\/p>\n\n\n\n It should make us ask a much bigger question:<\/p>\n\n\n\n How do you clean an electoral roll without accidentally losing the voter?<\/strong><\/p>\n\n\n\n That, in my view, is the real debate.<\/p>\n\n\n\n Electoral rolls have to be revised.<\/p>\n\n\n\n People die.<\/p>\n\n\n\n People move.<\/p>\n\n\n\n New voters become eligible.<\/p>\n\n\n\n Addresses change.<\/p>\n\n\n\n Duplicate registrations can occur.<\/p>\n\n\n\n Some people can no longer be found at the address where they were registered.<\/p>\n\n\n\n An electoral roll that is never updated would eventually become inaccurate.<\/p>\n\n\n\n So the objective of maintaining a clean and current voter list is completely understandable.<\/p>\n\n\n\n But there is another principle that matters just as much:<\/p>\n\n\n\n An eligible citizen should not lose their place in the electorate because an administrative process failed to capture their reality.<\/strong><\/p>\n\n\n\n That is where the discussion becomes much more complicated.<\/p>\n\n\n\n The draft roll is not the final roll. There is a claims and objections process through which people can seek inclusion or correction.<\/p>\n\n\n\n That is an important safeguard.<\/p>\n\n\n\n But a safeguard is only meaningful if ordinary citizens can actually understand it, access it and use it.<\/p>\n\n\n\n And that is where I think the current debate deserves much more scrutiny.<\/p>\n\n\n\n The easiest way to discuss SIR is to pick a number and build an argument around it.<\/p>\n\n\n\n 13 crore.<\/strong><\/p>\n\n\n\n But numbers need context.<\/p>\n\n\n\n A name can disappear from a draft roll for different reasons.<\/p>\n\n\n\n A person may have moved.<\/p>\n\n\n\n A person may have died.<\/p>\n\n\n\n A duplicate entry may have been identified.<\/p>\n\n\n\n A voter may not have been located during enumeration.<\/p>\n\n\n\n There may be a discrepancy between records.<\/p>\n\n\n\n Or, in some cases, the person may simply need to establish their eligibility through the prescribed process.<\/p>\n\n\n\n These are not identical situations.<\/p>\n\n\n\n Treating them as one giant category called \u201cdeleted voters\u201d risks turning a complicated administrative exercise into a misleading headline.<\/p>\n\n\n\n But the opposite mistake is also possible.<\/p>\n\n\n\n We cannot simply assume that every exclusion is automatically correct because the system generated it.<\/p>\n\n\n\n A database can flag a problem. It cannot automatically tell us whether the human being behind that record is actually ineligible.<\/strong><\/p>\n\n\n\n That distinction matters enormously.<\/p>\n\n\n\n Delhi provides perhaps the clearest illustration.<\/p>\n\n\n\n The existing electoral roll had around 1.45 crore electors<\/strong>.<\/p>\n\n\n\n The draft roll published after SIR left out around 47.7 lakh names<\/strong>, meaning roughly one in three names from the previous roll was not included in the draft. Officials cited categories including voters who were absent, had shifted, were deceased or were registered at multiple places.<\/p>\n\n\n\n Again, these are draft figures.<\/p>\n\n\n\n They are not the final electoral roll.<\/p>\n\n\n\n And that distinction must be respected.<\/p>\n\n\n\n But I would argue that a change of this magnitude deserves more than a statistical footnote.<\/p>\n\n\n\n It deserves maximum transparency<\/strong>.<\/p>\n\n\n\n If millions of names are not carried forward into a draft electoral roll, citizens should be able to understand why.<\/p>\n\n\n\n Not through complicated bureaucratic language.<\/p>\n\n\n\n Not through a system that requires citizens to chase multiple offices.<\/p>\n\n\n\n But through a process that clearly answers three simple questions:<\/p>\n\n\n\n What happened to my name?<\/strong><\/p>\n\n\n\n Why did it happen?<\/strong><\/p>\n\n\n\n What can I do about it?<\/strong><\/p>\n\n\n\n That should be the minimum standard.<\/p>\n\n\n\n The Delhi process has also involved notices to more than 33 lakh electors<\/strong> over issues including \u201clogical discrepancies\u201d and voters who could not be mapped to the previous SIR roll.<\/p>\n\n\n\n And this is where the debate has moved beyond political commentary and into the courts.<\/p>\n\n\n\n On September 22, the Supreme Court questioned whether some of the notices appeared to have been issued \u201cmechanically\u201d and asked the Election Commission to consider whether additional filters could improve the process. The Court also discussed making it easier for voters to respond through channels such as WhatsApp and email.<\/p>\n\n\n\n That development points to something important.<\/p>\n\n\n\n Accuracy and accessibility cannot be treated as competing objectives.<\/strong><\/p>\n\n\n\n We need both.<\/p>\n\n\n\n An electoral system should be strict enough to prevent fraudulent or duplicate entries.<\/p>\n\n\n\n But it should also be accessible enough that a genuine voter does not get lost inside the system.<\/p>\n\n\n\n It is tempting to describe voter-roll revision as routine bureaucracy.<\/p>\n\n\n\n I don’t think it is.<\/p>\n\n\n\n The voter list determines who is recognised as part of the electorate.<\/p>\n\n\n\n That makes the process inherently connected to democratic participation.<\/p>\n\n\n\n The question is not simply whether a database is clean.<\/p>\n\n\n\n The question is whether the database accurately represents the eligible electorate.<\/p>\n\n\n\n Those are related questions, but they are not exactly the same.<\/p>\n\n\n\n A database can become \u201ccleaner\u201d because thousands of questionable entries were removed.<\/p>\n\n\n\n It can also become less representative if eligible voters are unintentionally excluded.<\/p>\n\n\n\n The goal should not be the smallest voter list.<\/strong><\/p>\n\n\n\n It should be the most accurate voter list.<\/strong><\/p>\n\n\n\n That distinction is fundamental.<\/p>\n\n\n\n This is perhaps my biggest concern with the way electoral data is increasingly discussed.<\/p>\n\n\n\n We talk about voters as numbers.<\/p>\n\n\n\n 13 crore.<\/p>\n\n\n\n 47 lakh.<\/p>\n\n\n\n 33 lakh.<\/p>\n\n\n\n Millions of records.<\/p>\n\n\n\n Millions of forms.<\/p>\n\n\n\n Millions of notices.<\/p>\n\n\n\n But behind every record is a person.<\/p>\n\n\n\n Someone who may have moved from one neighbourhood to another.<\/p>\n\n\n\n Someone whose name may have been recorded differently in two documents.<\/p>\n\n\n\n Someone who may not understand what an electoral notice means.<\/p>\n\n\n\n Someone who may not have easy access to the internet.<\/p>\n\n\n\n Someone who may be elderly.<\/p>\n\n\n\n Someone who may be a first-time voter.<\/p>\n\n\n\n Someone who may simply assume that if they voted in the last election, their name will automatically remain on the list.<\/p>\n\n\n\n That human context is what a database cannot see by itself.<\/strong><\/p>\n\n\n\n And that is why electoral administration needs both technology and human verification.<\/p>\n\n\n\n There is enormous potential in digital electoral systems.<\/p>\n\n\n\n Automated checks can identify duplicates.<\/p>\n\n\n\n Databases can identify inconsistencies.<\/p>\n\n\n\n Digital platforms can make applications faster.<\/p>\n\n\n\n Online searches can help citizens verify their registration.<\/p>\n\n\n\n Electronic communication can make notices easier to receive and respond to.<\/p>\n\n\n\n All of that can improve election administration.<\/p>\n\n\n\n But there is a danger in assuming that technological detection is the same thing as administrative truth.<\/p>\n\n\n\n A system can identify that two records don’t match.<\/p>\n\n\n\n It cannot automatically understand why.<\/p>\n\n\n\n A system can identify that an address has changed.<\/p>\n\n\n\n It cannot automatically understand whether the citizen moved permanently or temporarily.<\/p>\n\n\n\n A system can flag a discrepancy in dates or names.<\/p>\n\n\n\n It cannot automatically know whether that discrepancy is an error, a legitimate variation or something that requires human verification.<\/p>\n\n\n\n Technology should help the voter-list process, not become a substitute for judgment.<\/strong><\/p>\n\n\n\n This is why I don’t think the 13 crore figure should be the final headline.<\/p>\n\n\n\n The more important numbers are still coming.<\/p>\n\n\n\n How many excluded voters file claims?<\/p>\n\n\n\n How many claims are accepted?<\/p>\n\n\n\n How many are rejected?<\/p>\n\n\n\n How many notices are resolved?<\/p>\n\n\n\n How many names return to the final roll?<\/p>\n\n\n\n How many genuine duplicate or invalid entries remain?<\/p>\n\n\n\n How long does the correction process take?<\/p>\n\n\n\n And perhaps most importantly:<\/p>\n\n\n\n How many eligible citizens fail to get their names restored because they could not navigate the process?<\/strong><\/p>\n\n\n\n Those are the numbers that will tell us much more about the quality of the exercise.<\/p>\n\n\n\n There is sometimes an assumption that we have to choose between electoral integrity and voter inclusion.<\/p>\n\n\n\n We shouldn’t.<\/p>\n\n\n\n India needs accurate electoral rolls.<\/p>\n\n\n\n Dead voters should not remain indefinitely on the list.<\/p>\n\n\n\n Duplicate registrations should be addressed.<\/p>\n\n\n\n People who have permanently shifted should not create inaccurate records.<\/p>\n\n\n\n At the same time, eligible voters should have a straightforward way to establish their eligibility and correct mistakes.<\/p>\n\n\n\n These are not contradictory goals.<\/strong><\/p>\n\n\n\n In fact, they are two parts of the same goal.<\/p>\n\n\n\n A credible electoral roll should be both accurate and inclusive<\/strong>.<\/p>\n\n\n\n There is also a lesson here for anyone working with political data.<\/p>\n\n\n\n Never confuse a number with the story behind the number.<\/strong><\/p>\n\n\n\n 13 crore tells us scale.<\/p>\n\n\n\n 47.7 lakh tells us the scale of Delhi’s draft exclusions.<\/p>\n\n\n\n 33 lakh tells us the scale of notices.<\/p>\n\n\n\n But none of those numbers, by themselves, tell us the complete story.<\/p>\n\n\n\n Good political research has to go one step further.<\/p>\n\n\n\n Ask what the number measures.<\/p>\n\n\n\n Ask how it was generated.<\/p>\n\n\n\n Ask what categories sit behind it.<\/p>\n\n\n\n Ask what may be missing.<\/p>\n\n\n\n Ask what happens after the number is published.<\/p>\n\n\n\n And most importantly:<\/p>\n\n\n\n Ask what the number means for the person behind it.<\/strong><\/p>\n\n\n\n That is where data becomes political intelligence.<\/p>\n\n\n\n The SIR debate is ultimately bigger than any one political party.<\/p>\n\n\n\n It is about something more fundamental.<\/p>\n\n\n\n Who gets counted as part of the electorate?<\/strong><\/p>\n\n\n\n That is not a small administrative question.<\/p>\n\n\n\n It is one of the basic questions of democratic representation.<\/p>\n\n\n\n The Election Commission has a legitimate and necessary responsibility to maintain accurate electoral rolls. But that responsibility should come with an equally strong commitment to transparency, accessibility, explainability and meaningful correction.<\/p>\n\n\n\n Because a voter list should not merely be technically clean.<\/p>\n\n\n\n It should be demonstrably trustworthy.<\/strong><\/p>\n\n\n\n The 13 crore figure may dominate today’s headlines.<\/p>\n\n\n\n But I would argue that the real story is still being written.<\/p>\n\n\n\n It will be written through the claims.<\/p>\n\n\n\n The objections.<\/p>\n\n\n\n The corrections.<\/p>\n\n\n\n The appeals.<\/p>\n\n\n\n The final electoral rolls.<\/p>\n\n\n\n And the citizens who manage to get their names back onto them.<\/p>\n\n\n\n Because before we ask who voted<\/strong>, who won<\/strong> or who lost<\/strong>, there is a much more fundamental question:<\/p>\n\n\n\n And that is where the story of an election really begins.<\/p>\n\n\n\n The SIR process should be judged not by how many names are removed, but by how accurately the final electoral roll reflects eligible voters<\/strong>. The Election Commission\u2019s schedule places Delhi\u2019s final electoral roll on 7 October 2026<\/strong>, after the claims, objections and notice-disposal stages.<\/p>\n\n\n\n That means the story is not over yet.<\/p>\n\n\n\n The coming weeks will tell us how many names are restored, how many exclusions are upheld, and how effectively citizens are able to navigate the correction process.<\/p>\n\n\n\n For me, that is the real test.<\/p>\n\n\n\n A strong democracy needs a clean voter list, but it also needs to make sure that no genuine voter gets lost while cleaning it.<\/strong><\/p>\n\n\n\n Because ultimately, an electoral roll is not a spreadsheet.<\/p>\n\n\n\n It is a list of citizens.<\/strong><\/p>\n\n\n\n <\/p>\n","protected":false},"excerpt":{"rendered":" When we talk about elections, we usually talk about the visible parts.
